Jon M. Shane retired from the Newark Police Department after 20 years. The Newark Police Department is the largest municipal police agency in New Jersey and one of the largest agencies in North America. Mr. Shane had a very diverse career holding a number of different assignments including patrol, anti-crime, research and planning (As executive officer), precinct tour commander (As a lieutenant), homicide supervisor (As a sergeant), special assistant to the police director (As a sergeant), and fugitive apprehension supervisor (As a sergeant). As a commanding officer, Mr. Shane assumed command of several divisions including two police precincts; Management Information System (MIS); Office of Policy and Planning; and the Command Operations Center.
Mr. Shane also has a variety of related experience having worked with other law enforcement agencies across the country developing policy, conducting performance audits, research and management studies to measure performance. His work includes serving as a staff member to the Newark mayoral public safety transition team; as a GIS/public safety consultant to the Essex County (NJ) College Police Academy; and as a staff member to the New Jersey Attorney General’s Office—Camden Commission for Public Safety. Mr. Shane is published in industry journals, most notably the FBI Law Enforcement Bulletin and The Police Chief. He is also the author of What Every Chief Executive Should Know: Using Data to Measure Police Performance. With a foreword by Chief William J. Bratton, Los Angeles Police Department, the book received a 4-star review at Amazon.com and is widely regarded as the seminal text on how to use data to measure police performance and why performance management is beneficial to the agency. A companion guide entitled Developing a Performance Management Model is also available and helps mid-level managers and supervisors implement the concepts described in What Every Chief Executive Should Know.
Mr. Shane is an assistant professor in the Department of Law, Police Science and Criminal Justice at John College of Criminal Justice in New York City. Mr. Shane is a graduate of the 193rd session of the FBI National Academy and a graduate of the 25th session of the Senior Management Institute for Police (SMIP) held by the Police Executive Research Forum at Harvard’s John F. Kennedy School of Government. He received his Ph.D., master’s and bachelor’s of science degrees in criminal justice from Rutgers University School of Criminal Justice, Newark. He also holds a certification in non-profit management from Rutgers Graduate School of Public Administration. He has related teaching experience as a lecturer for Rutgers University—Newark campus and Fairleigh Dickinson University—Teaneck (NJ) campus, where he taught courses in policing and criminal justice. He is currently a senior research associate for the Police Foundation, Washington, D.C. and a subject matter expert for the Center for Problem Oriented Policing.
