About Us

What are the social and political responsibilities of the police? What challenges do the police face in fulfilling those responsibilities? Answering these questions are challenging but imperative. The factors that can negatively impact police agencies and their parent government are many and varied. From the threats posed by secondary effects of certain businesses, to the impact of  unfunded mandates, to organizational capacity issues (Recruiting and workforce competence), to whether a new program is “successful,” there are many questions that are not easily answered.  Solutions necessitate more than anecdotal evidence and vague impressions. They require empirical data supported by robust statistical analysis to show, within a degree of certainty, that the issues are moving as expected. They also require vivid qualitative assessment, through interviews, observations and document (Content) analysis that describes the characteristics, circumstances and settings of these issues. The more you know, the less likely  you are to absorb uncertainty.
